Use GitHub-hosted windows-latest instead of a Forgejo self-hosted
windows-release runner so portable builds do not wait on Tower dual-boot.

8ac02f1b7b Add continuous Windows release workflow and runner docs

Details 
Public repo already; workflow builds portable zip on windows-release
and publishes windows-continuous. Bump linux Conan profile to gcc 16.
