Fix Windows CI for MSVC 195 on windows-latest

Windows Release / windows-x86_64 (push) Has been cancelled
Generate a win-ci Conan host profile from the runner-detected MSVC
version instead of pinning 194 (VS 17), which is missing on current
GitHub-hosted images.

conan profile detect runs; also pin -pr:b=default in conan_init.
