Stop asking for mod scopes at normal login so existing core-only tokens never hit a missing-permissions dialog. Gate moderated-channels Helix, offer an Enable flow for mods/broadcasters, and upgrade atomically. Co-authored-by: Cursor <cursoragent@cursor.com>
