Add Python fractal-mosaic CLI and unpack MATLAB reference

Fork of s-ben/Fractal-Mosaics for Tower mosaik inbox: GPL license,
upstream .m sources under reference/, RST placement with CBIR +
log-polar hints, edge alpha, profiles wenig/mittel/dicht, no recolor.
